Rich as the Hoover Inst. is in Polish and Russian-speaking staff, it does not have the ability to describe programs in languages such as Bulgarian, Croatian, Latvian or Ukrainian in-house. So the question became: How do we assign meaning to the thousands of already-digitized recordings in the collection—to say nothing for the tens of thousands not yet digitized—about which “Latvian Service broadcast recording for 17 March 1986” (or, worse, “Latvian Service recording C27053”) is all we know about a given program and, consequently, all we offer to the public? How will anyone discover these recordings?
